Agenda Description |
Defending a new sustainable, innovative and decarbonizing paradigm, which finds in the sea an answer to the challenge of the global scarcity of land resources, and bringing together various national industries, the Blue Bioeconomy Pact plans to develop new products, processes and services resulting from the incorporation of goods from the blue bioeconomy in new or existing value chains, with a positive impact on the environment, on consumers' lives and on national exports. It will invest in 7 sectors - through: application of biomaterials; new paradigm for shellfish production; marine-based textiles; sustainability in the food sector; increased algae production; circular feeding solutions; bioinformatics for the fisheries sector -, and in 3 transversal initiatives aimed at accelerating the development and commercialization of products and services in the sector - the Portuguese Blue Biobanks network, a digital platform for the valorization of marine co-products, and in the promotion of growth and internationalization of companies and SMEs.
In this way, the planned investment aims to:
(i) Boost the development of a cutting-edge industrial economic sector, based on the application of marine bioresources to multiple industries;
(ii) To be the first large sample of the transversal and ecological potential of marine biotechnology solutions;
(iii) Contribute to positioning Portugal in the global context, as a pioneer in a sector that is estimated to reach €200 billion globally in 2030;
(iv) To materialize the great opportunity for growth and innovation in marine industries (aquaculture, fisheries, canning) and to differentiate traditional Portuguese industries that are now far from the sea (textiles, cork, fertilizers, human health).

Objectives, activities and expected results |
The Blue Bioeconomy Pact's main objective is to boost the development of a new cutting-edge industrial economic sector in Portugal, based on the sustainable application of marine bio-resources in multiple industries. Its various projects will contribute to decarbonizing the Portuguese economy through the blue bioeconomy, leading to economic growth, job creation and reduction of carbon emissions in the country. Thus, this Consortium finds in the sea the solution to the global scarcity of terrestrial natural resources.
In this context, Logistema - Consultores de Logística S.A. integrates the Vertical BIVALVES that addresses the regenerative aquaculture of bivalves using innovative approaches to cultivate high-value European species.
Logistema is responsible for analyzing and optimizing the processes, resources and systems of the entire complex production and distribution chain, including the logistical model of the operations to be carried out, as well as the development and implementation of the digital platform for management and traceability of the supply chain of bivalves, namely support for intelligent flows of biocomponents and goods.
This project will result in a set of software products, aimed at the digital transition and optimization of supply chains in various economic sectors, with the application of Blockchain and Artificial Intelligence technologies, in “cloud computing” or “on-premise” architectures.
This vertical is led by Oceano Fresco and incorporates (in addition to Logistema) Aqualgae, blueOasis, CCMAR - Centre of Marine Sciences, CIIMAR - Interdisciplinary Center of Marine and Environmental Research, Haedes, INL - International Iberian Nanotechnology Laboratory, IPMA - Portuguese Institute for Sea and Atmosphere, Puro Mar, Faculty of Science and Technology of the New University of Lisbon and Higher School of Biotechnology of the Catholic University of Portugal.
